13. Two Citizenship Certificates not to be acquired:

No person shall acquire more than one citizenship certificate. Provided that, there shall be no objection to issue another citizenship certificate by the concerned office on the basis of change of residency, if any person so desires, after due withdrawal of the first issued citizenship certificate.
